“The Jan. 3 discovery of the bodies of an 81-year-old Niles man and his 55-year-old daughter has people asking what steps can be taken to help those who struggle to pay utility bills or fix a faulty furnace in the winter.
Albert Bivins and his daughter, Patricia Bivins, were discovered by police who went to their house at 621 Woodruff St. in Niles after a worried neighbor hadn’t seen the pair in a while.”
